Who is more evil, Bush or Bin Laden?

I know that seems controversial, but I want some genuine insight, rather than you spewing 'Bin Laden is the Devil'-type propaganda. Bush is definitely responsible for more civilian deaths and torture, but Bin Laden has done a lot of that too. It seems as though the right wing media haven't really covered many real facts about the war on terror, such as the amount of civilians killed in drone attacks. Give me some good arguments please
