What to do about neighbor blowing leaves and trash into my yard?

Some of the leaves do come from my tree, but also from his and the other neighbors. It is the trash that bothers me, really. Seems like he could just pick it up rather than spread it along. Very frustrating, went on all last summer and started up again at first signs of good weather. He blows it into the neighbor on the other sides as well, but it is an apartment and usually has ample trash of their own. Suggestions?
