Do you think Charlie Chaplin's The Great Dictator is a propaganda film?

The film is a satire; not unlike the works of Mel Brooks or Monty Python. Satires are a great vehicle for making a point. Towards the end of the movie Chaplin does drop character and becomes "himself," delivering an impassioned plea for peace, tolerance, and humanity; so yes, the movie could be interpreted as propaganda.
