Why did not many of the people of Hiroshima and Nagasaki LEAVE before the atom bombs were dropped?

If you visit the Nagasaki Peace Memorial in Nagasaki, you will see the inscription that NO WARNING was given to the Japanese civilians PRIOR to the atomic bombing of Hiroshima, but leaflets were dropped AFTER the atomic bombing of Hiroshima, informing the civilians what had hit them.
