Art as Propaganda paper help?

So im righting a paper on Art as Propaganda, but im not quite sure how to start it. and i also need to have 3 effects of art as a propaganda. I know art as a propaganda can be to teach others to have a better understanding of something but i dont know of any other effects art as a propaganda can have.
